ArcGIS Server 10.7.1: What does the “web-tier authentication” and “ArcGIS Serve authentication” precisely refer to?

 

I couldn’t make a distinction between “web-tier authentication” and “ArcGIS Serve authentication” terms. Can we use these two terms interchangeably?
