Simple polygon outline symbol question

I need to create a simple polygon outline symbol like this

I've tried editing the symbol properties and can't figure out how to do it.

Thank you for your suggestion. I'd not thought of making it a PNG. A great solution.

Since, I got to this point:

I thought that someone might be able to show me how to modify the marker symbol to be the size of wavy line I want.

As you create this picture (symbol) in your question , create other one and save it to PNG extension.

then do the following as in the picture:

from layer properties go to symbology tab then click to your symbol to open symbol selector>edit symbol > outline > edit symbol > then choose picture line symbol from Type.

and brose for you picture.

that is all.
