ArcGIS Enterprise/Server Custom 403 page?

Question

Is there a way to customize the 403 page the user sees when they try to access a service path?

I would like to insert our organisation's own 403 page if possible or link to our org.

I have been searching in the Program Files- ArcGIS - Server folders, but I am not really sure where to look for the file. If you have any ideas it would be greatly appreciated!

There's no way supported way to customize the 403 error that's returned from Server. This would be a good enhancement to log on the Ideas page.
