Arcgis server 10.4 System/Publishing Tool services cannot start

Question

Hi all,

I had installed the ArcGIS Server Manager 10.4, When I try to publish the map, Getting the error: System/Publishing tool services caanot start.

Tried:

1: Restarted Web Publishing Server Services

2: Restared ArcGIS Server servcies

3: Set the user role to Public

Still, The issue exists. What will be the cause and How to solve it.

I found this patch after our PublishingTools gp service would not start.  It worked for us!  (We are in 10.5.1)

Could you provide Read/Write access to ArcGIS Server Account and current user account for the config-store directory (<ArcGIS Server installation directory>/arcgis/server/usr/config-store)? Then restart ArcGIS Server service (services.msc). Retry publishing the service.
