the latest CPT available on wiki.gis.com (Capacity Planning Tool updates - GIS Wiki | The GIS Encyclopedia ) was released in February 2019.
Are there any plans to release an updated version anytime soon?

The CPT has not been updated in a very long time and is no longer maintained (to my knowledge).There now is the Architecture Center, where you can find reference systems: About test studies | ArcGIS Architecture CenterYou can use the Architecture Center as a general reference.
