Kind of editing always "Only update feature attributes"

We have Installed Arcgis Enterprise.

We have Published some Shape Files to Portal, and published as Feature Layer.

Even if we make the Editing Settings to "Add, update, and delete features" and After saving it will show "Only update feature attributes" is selected.

But we can see all operations in the rest services

What we have to do to fix this?
