Collector app on all platforms has suddenly stopped letting you take a map off-line. This issue no doubt relates to the other issue I posted today about Collector app on-device edits on all platforms not syncing. ArcGIS on-line and Collector app on-line still working.
ArcGIS Online Health Dashboard shows the issue should be resolved. Originally services5.arcgis.com experienced intermittent performance issue.

Yes - both of those scenarios cause errors or will just be hung up indefinitely.
What is the support ticket number?
Can you confirm if both scenarios fails?
1) if you click sync with your existing offline data
2) download new offline area, do some edits and sync
From what I heard, for the job you submitted earlier today when the issues happen, it will appear hung.
We have a ticket open with ESRI tech support already. But I can confirm there are issues with https://services1.arcgis.com/
Would be great if someone at ESRI could change the status on ArcGIS Online Health Dashboard. As the issue is not resolved as of 2:00pm PT

Still not working. I wish they would not say it is fixed when it clearly is not.
Still not working. This is extremely disruptive to our remote area Rangers and contractors. Two sync issues within a few months caused by esri, is leading to a loss of confidence by my field staff in using Collector app for off line mapping.

Our organization has been having reports of this issue since 12/6/2019. We can publish, but any attempts to download or sync are timing out or showing an error.
My organisation is also experiencing this issue. Both creation and syncing of offline maps is not working. We first noticed this at 8:00 AEST.
I have opened a support case with ESRI Australia who have escalated it to ESRI Inc.
