Just a heads up to anyone else wanting to do an upgrade from ArcGIS Enterprise 11.5 to 12.1. I have run into an issue were the relational datastore will not upgrade. From the logs it looks like a function called st_geometry_accum_func is missing from the Postgresql 18 st_geometry.dll. It looks like that error causes the pg_restore operation to fail and then ArcGIS Data Store reports a failed upgrade because there is no dsadmindb.

Also, I have created a support ticket with Esri.

Closing the loop with you all. Earlier today, we released the ArcGIS Data Store 12.1 Relational Store Upgrade Patch.

This patch is meant to resolve the upgrade issue "BUG-000185705 - ArcGIS Data Store relational store upgrade to 12.1 may fail with error, 'Caused by: FATAL: database "dsadmindb" does not exist'." identified in this thread (thank you to everyone who logged cases and helped us get to the bottom of this).

Due to the nature of the bug, the patch requires a somewhat novel installation step that I wanted to highlight: "the patch must be installed after the ArcGIS Data Store software upgrade is completed, but before the data store is configured using either the ArcGIS Data Store Configuration Wizard or the configuredatastore command-line utility. Once the patch installation is complete, proceed with the upgrade by configuring."

Technical Support resources are familiar with the issue and are standing by to assist if any issues occur as a result of installing this patch or an issue with the upgrade.

I tested the upgrade today with Powershell DSC using -Mode Upgrade. It worked out of the box, first installed the new version, then the patch, and then configured datastore. You just need to make sure these properties are set in the config json:

ConfigData > DataStore > Installer > PatchesDir to the path where the patches are saved
ConfigData > DownloadPatches set to true (if the patch was not manually downloaded)

Because as I note earlier in this thread, Support and I followed a complete restore workaround and I have a fully functioning 12.1 relational datastore. Do I ignore the patch?

Does this imply that ArcGIS Enterprise deployments affected by this bug will no longer be able to utilize Cloud Builder to upgrade? Or has Esri already fixed this on the Cloud Builder side of things?

I've been following this thread pretty closely for when it comes time for me to upgrade, so thanks for following up on this one!

Is this going to be documented in Esri's Upgrade ArcGIS Data Store documentation? I can see a world where people follow Esri's upgrade documentation as written (where this patch is not currently documented), encounters this bug, and doesn't realize it until after the upgrade has completed. At that point, they would likely need to restore from a backup and repeat the entire upgrade process, this time installing the patch before starting the Data Store Configuration Wizard. That will result in additional time and effort that could otherwise be avoided if it was documented in Esri's upgrade documentation.

I found the issue in my case. It seems that the upgrade of the setup from 11.5 to 12.1 did not change the "Classpath" values in HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Apache Software Foundation\Procrun 2.0\ArcGIS Data Store\Parameters\Java
Due to missing classpath entries, the java process could not start because: java.lang.NoClassDefFoundError: com/esri/arcgis/datastore/cloud/relational/cnfiguration/CloudDbStoreCryptographer
I have a case Esri Case #04199965 ongoing for this issue.

That was very useful. Compared the 11.5 with 12.1 key; no difference, though the libraries had some 40-odd changes. Ran 'dir /S /B *.jar' and adjusted the key accordingly; DataStore starts up as normal.

Had a hunch the downloaded installation files were buggy, so ran some checks:

Made sure AV had exceptions and checked the hashes; all good. Installer from both AEB and direct were 100% identical and returned the same error.

Looking further into this with 7-Zip:

Indeed; there's no Data11.cab or Data12.cab file (or 4 through 10, for that matter).

Since most of the 11.x upgrades went a bit iffy I checked the previous versions as well:

10.9.1 : ok
11.1   : ok
11.2   : ok
11.3   : error
11.4   : error
11.5   : error
12.0   : error
12.1   : error

Always one or two files missing according to the cabinet index versus the extracted files. With 7-Zip you can partially decompress the file and, even though corrupt/incomplete, verify what file it was supposed to be with a hex editor. Comparing to the Linux installer it is part of the RabbitMQ that is missing in 12.1 (rabbitmq_zg_ia_sf.jar). The second corrupt file is a large archive with coordinate systems data.

No idea whether that is relevant for our DataStore upgrade bug though. In 11.3 it was just the coordinate system file that was corrupt when extracted. Didn't check the others.

Would be curious to see the results anyone else is getting regarding those files.

I am very upset with this bug. Why didn't Esri fully test it before the official release? Our 11.5 license already expired on June 30th, but we couldn't upgrade to 12.1 with the renewed license due to this bug. We had to put the server down for an unknown period. Did Esri fully use AI for software testing without human verification?🤕

That is generally the case for all new bugs. They are not publicly available. I don’t know the rules to be published.

But you can access it through myesri and your case. The bug is attached there. Or you ask to be attached.

I confirm it is in production plan as well (received the notification as well). I am personally confident a patch will be released soon as the issue seemed to be understood.

I know I will not be trying another upgrade off of 11.5 until at least a workaround, if not a patch, is posted.

So I am now informed from the automated system that to resolve this issue it is "in the product plan" which means potentially a release or two for them to resolve it. So I guess this means many orgs are going to be staying at 11.5 versus risking going to 12.1 where support can't help repair the failed install and there is no word if the Product Teams can help pin down what is the breaking factor letting organizations still upgrade.

@Joshua-Young is correct in his analysis, we do not think the datastore issue is related to BUG-000185267, and from my observation, it has been pretty sporadic in its appearance on customer sites.

As soon as I have anything actionable from our investigation, I will follow up here and make sure that the relevant pages are updated.

No I didn't see any error in arcgis_install_log.txt. And nothin in the event viewer.

We investigated today with esri support and re-applied privileges on the installation directory and the arcgisdatastore directory. We also tried to run the arcgis data store windows server as local system account instead of a domain user. But this didn't help.

I tried the upgrade of the data store at least 8 times and once it was working. Currently no clue what is causing the issue. Suppor still ongoing.

We have a similiar issue here. We upgrade ArcGIS Enterprise from 11.5 to 12.1 with Powershell DSC modules from github. We do that now for several years.

The upgrade fails after installing the new ArcGIS Data Store 12.1. It seems that after the upgrade the server of the Data Store is not running correctly. The https://localhost:2443/arcgis/datastore does not respond.

In the task manager I miss some java processes running (at least with 11.5 there were some). Currently I only have an apache process running.

After uninstalling the reliability patch for the data store and do the upgrade then, it seems to work.

You’re right to push back. I was aware of that article, but i had always read it as if you have total loss at 11.5 and have a backup then you can build an 11.5 new machine. That’s fully supported and totally expected. I didn’t believe it covered upgrading to 12.1, failing. And restoring 11.5 backups into 12.1 software - and being supported.

yesterdsy I was upgrading a client from 11.5 to 12.1 in dev. Portal and hosting servers all upgraded nicely (with patch D) but the relational DS timed out. Checked the doco, suggestion was firewall ports. The firewall was off. I was upgrading against time constraints.

i uninstalled the DS. Installed 11.5 DS and restored. Naturally it refused to connect to the hosting server. Uninstal. Install 12.1 DS, restore without configuring it first. Took a while due to AV being in the way. But came up to 12.1 and now have a fully validated base deployment.

strange it happened this week, but I now have two like this under my belt.

@DavidColey thank you for the explanation. I have not heard anything from Esri about the issue that I encountered. My initial ticket with them was about the portal issue and that was closed with the updated patch. Support told me to try the upgrade again and hopefully the data store does not crash this time and to open a new ticket if it does. I do not see how the portal patch would fix my data store issue of a missing function in a DLL.

I am trying to figure out my options to move forward with the upgrade of the data store should the same error occur. I think because our environment has been upgraded many times now, the missing function was supposed to have been removed during a previous upgrade and failed to do so.

Hi @Joshua-Young - basically yes. We (Support and I) essentially performed a new install of 12.1 datastore. Our Relational Datastore is on a stand-alone server in our distributed deploy - i.e. only the Relational is defined on this server and is the Primary.

So we had to think of it as a disaster recovery as defined here, so I have to push back a little on @Scott_Tansley here, in that it is documented as a supported recovery method:

"If you cannot recover the data store, install ArcGIS Data Store on a new machine, do not configure the data store, and restore the last full backup to the new machine".

For post-install steps, I defined the datastore as a relational store type then stopped. I did no further configuration on the new 12.1 install. Then I moved into the command line utility and ran the restore datastore following this example in the above help section:

"In this example, the relational store is restored to a new machine using a backup file named movedatastore. When you restore to a new machine, you must specify the location of the backup file and the location of the new ArcGIS Data Store content directory. Because the hosted feature services are still running on the same GIS Server site with which the relational store is registered, --bound true is not required, but the GIS Server URL and administrator credentials are required:

I did make sure the datastore was unregistered from the hosting site first by un-registering it from Server Manager. Then after the restore utility completed, the datastore was discovered as itself using the describedatastore and validate with the hosting site.

I then needed to run the configurebackuplocation with the --change argument to re-set my backup location and then I needed to re-run the replacesslcertificate, and then create a new full backup.

Our dump file is 6Gb in size, so the restore operations took about 20 minutes or so

So now what we have is a new 12.1 datastore, not an upgraded one, in that in running diskcleanup has nothing to clean up....

The ArcGIS Data Store is just a PostgreSQL DB under the hood. When creating an ArcGIS Data Store backup, all it does is create a PostgreSQL dump file. And typically (to my understanding), restoring from an older version to a newer version is supported within PostgreSQL. So, it makes sense to me that doing a fresh install of the ArcGIS Data Store and restoring from a previous version's backup will work from a PostgreSQL perspective.

Of course, the unknown variable is all the stuff Esri adds on top of it to make the ArcGIS Data Store work within ArcGIS Enterprise. Depending on how that works, I can see how it might not be officially supported. But glad it worked in your case!

I once had a failed datastore upgrade. I knew I’d have to uninstall, install previous, restore, try again. It was a dev environment and I thought I’ve got nothing to lose here. From the new version, I ran the restore. It did work and upgrade in one. It’s not documented and almost certainly not supported but I got away with it.

BTW - I note your interest in Tolkien. They’re filming the new Gollum movie in my town/area…. 🙂

@DavidColey just to make sure I understand this correctly. You ran the restoredatastore command on the backup of the 12.0 version of the relational data store with ArcGIS Data Store 12.1 installed? So, the restoredatastore command upgraded the backup from 12.0 to 12.1 as part of the restore process?

Hey @David - thanks for the tag. I've had a few data stores go pop over the years. In each case, I've had a backup of it before I started. It's always worked on the basis you described. Uninstall, clean up, reinstall, restore the DB files and try again. It's always worked. Due to the time constraints of my weekend upgrades, it's rarely been possible to diagnose. Just a decision to complete the above steps.

I didn't wade in on this as it's something I've seen over the years, and didn't want to detract from this situaion which could real. So far, I've completed 1 12.1 build, and one upgrade. Starting upgrade 2 in the next couple of minutes. Will report back if I see anything.

Yes I agree with @Joshua-Young and @NicolasGIS. @jill_es - I did work with support as I indicated above, and I am all set with our upgrade but it took a new install of the 12.1 relational datastore type and a restoredatastore command as I indicated above.

In my environment the:

Portal for ArcGIS Security 2026 Update 1 Patch D for Windows and Linux is now available

already showed as installed on my 12.0 environment via the Portal patch notification tool. No other patches for Portal at 12.0 showed as available via the patch notification tool

This is why I felt confident going ahead with with the upgrade from 12.0 > 12.1. So to me, the issue is not resolved.

I do not understand what the ArcGIS for Portal patch has to do with the ArcGIS Data Store issues that have been mentioned. I am glad to hear that the ArcGIS for Portal issue has been identified and resolved. Could the team now look at why Data Store upgrade is encountering errors? Issues I have seen mentioned on Esri Community are:

11.5 to 12.1 upgrade the ArcGIS Data Store service fails to start after upgrading (possibly due to the Data Store reliability patch).
The 11.5 to 12.1 upgrade failing to upgrade the relational data store. Error encountered during the pg_restore process because the "st_geometry_accum_func" is missing from the st_geometry.dll.
The 12.0 to 12.1 upgrade failing to upgrade the relation data store. The process fails with a dsadmindb not found error.

I have already had to roll back our environment from 12.1 to 11.5 once and I really do not want to do that again so soon. I only have a production environment so I cannot just hope the Data Store issue #2 went away because I restored from a backup.

Hi all - I wanted to close the loop on this. As mentioned by others on the thread, the Portal for ArcGIS Security 2026 Update 1 Patch D for Windows and Linux is now available. This patch resolves BUG-000185267 which affected upgrades of ArcGIS Enterprise 11.5 to versions 12.0 and 12.1 on Windows Operating Systems. As noted on the patch page: Linux systems were not affected by defect BUG-000185267. Although the Linux patch was also updated to a D version, this is only to keep its ID in sync with Windows.

I realize this thread is regarding issues with upgrading the ArcGIS Data Store component and the patch is for Portal for ArcGIS. The interconnectedness of an Enterprise deployment can sometimes have issues in one component impact the other - leading to the suggestion to apply the latest patch. If issues still occur after applying the upgraded patch, please contact Esri Technical Support. Our internal teams are fully briefed and ready to assist with patch installation and any upgrade-related concerns.

Edited to clarify the mention of a Portal for ArcGIS patch on a thread devoted to ArcGIS Data Store upgrades.

@DavidColey if you still have the failed upgrade arcgisdatastore folder, in the pgdata folder is there a folder called "pd_upgrade_output.d"? Inside of that were the logs that detailed why my relational datastore was failing to upgrade. I was getting this error whether I tried to run the upgrade through the website or command line.

2026-06-01 12:37:49.231 CDT [9372] ERROR:  could not find function "st_geometry_accum_func" in file "C:/Program Files/ArcGIS/DataStore/framework/runtime/pgsql/lib/st_geometry.dll"

Apparently the 11.5 relational datastore is running on pg16.x as well. I even went My Esri and got the standalone PostgreSQL v18 st_geometry.dll from the ArcGIS Pro 3.7 and ArcGIS Enterprise 12.1 pages. The upgrade still failed with those DLLs.

Hi @Joshua-Young and @JonEmch - I too encountered a failed upgrade for the relational datastore going from 12.0 > 12.1. The initial upgrade error was the same when using the post-upgrade wizard/browser:

"dsadmindb not found. Cannot complete upgrade".

I said, ok, let me try running upgrade command thru command line. This produced a different set of errors:

Attempt to configure data store failed.
Caused by: Database upgrade failed for relational store.
Caused by: Failed to start relational store.
Caused by: Connection timed out while waiting for relational store machine to start.

With esri support, we eventually had uninstall the data store, wipe the install directory, rename the old \arcgisdatastore directory to \arcgisdatastore_old, Install datastore as a new 12.1 datastore, re-specify the new datastore directory at \arcgisdatastore.

At this point however, I did not go through the post-upgrade. Went directly to command line utility and performed the restoredatastore command as specified here:

restoredatastore --target movedatastore --source-loc \\buserver\data\backups --data-dir C:\datastore --server-url https://gisserver.example.com:6443 --server-admin siteadmin --server-password $Aup.4s

This then validated in both Server Admin and Server Manager.

However, we still do not know why the upgrade failed. I suspect because Entpersrise relational datastore at 12.0 is at pg16.x and relational datastore at 12.1 is at pg18.x and some module was missed. But I have no idea.

Even though I rolled back to 11.5, I am guessing my relational database still has the st_geometry_accum_func function stored in it somewhere and the 12.1 st_geometry.dll does not have that function. Is that function supposed to be removed from the database during the upgrade? Was it supposed to be removed during a previous upgrade (my relational data store goes back to at least 10.9.1)

I rolled most of my environment back to 11.5 (the Object data store would not restore from backup, another unknown error there). The current advice from Esri Support is to not upgrade from 11.5 to anything until some patches are release. The data store issue I experienced appears to be separate from the ArcGIS for Portal BUG-000185267.

Hey - I would not recommend that course of action any longer. It proved that the issue was with the patch, but there is clear advise now. If you have the security patch in place, then wait for the 'D' patch, then apply that. Esri Support did not have a fix or a known cause. The next course of action is to roll back to 11.5. My options at this point are to wait at 11.5 until Esri figures out what is going on, or try upgrading to 12.0 and then try 12.1.

Ok thanks for this @Joshua-Young - I'm in the same environment - multi-machine deploy, everything separated. Like you, I always upgrade with AV disabled.

I'm really wondering what the malfunction is here, other than what seem to be issues with the security patch updates, because I had no issues upgrading from 11.5 to 12.0 back on December 6 2025. The only real issue that arose for us at 12.0 post upgrade was this:

BUG-000181250 - Cannot disable or enable ArcGIS REST Services Directory in ArcGIS Server Administrator Directory.

@DavidColey I am upgrading a multi-machine deployment. The antivirus was disabled during the upgrade on all machines. I have tried repairing the install, restarting the ArcGIS Data Store service, and restarting the server. This has been the most troublesome upgrade I have had in many years.

@NicolasGIS I did have the "ArcGIS Data Store 11.5 Reliability Patch" installed before the upgrade, but the ArcGIS Data Store service starts without any issues after the upgrade. It is during the upgrade of the relational data store that the process throws an error and quits. In the pg_upgrade_output.d folder there is a log that has this:

HI @Joshua-Young - is this a base deploy on a single machine or are you trying to upgrade a multi-machine deployment? And was Active Virus scanning running during your upgrade or were you able to suspend AV?

I'm at 12.0 on a multi-machine deploy and am wondering if anyone has attempted that upgrade 12.0>12.1

Still wondering on a course of action then for 12.0 > 12.1. Datastore has no patches to remove at 12.0 on my multi-machine deploy

@Joshua-Young , do you have the "ArcGIS Data Store 11.5 Reliability Patch" installed ?

In my case, if I install it, the service does not start after 12.1 installation in the same spirit as Portal for ArcGIS (cf. https://community.esri.com/t5/arcgis-enterprise-portal-questions/portal-for-arcgis-upgrade-from-11-5-to-12-1-not/td-p/1704601/jump-to/first-unread-message)

In C:\Program Files\Arcgis\DataStore\framework\support\arcgis_install_log.txt
