Is the Arcade $userInput profile variable available in Portal

Question

I created a map in AGOL that included some arcade expressions for popups. They use the $userInput profile variable in order to determine where a user clicked on the map. Works fine.

I'm trying to recreate the map in Portal, but no $userInput profile is available. I don't see anywhere in the documentation that mentions this limitation. Am I out of luck?

Which version of Portal are you using? $userInput was available as of Arcade version 1.26 and according to the Version matrix, only ArcGIS Enterprise portal 11.4 supports that version.
