Cannot Add Offline Areas in Field Maps when Publishing Feature Layer with Definition Query

Question

Hello - When I publish a Feature Layer from ArcGIS Pro (2.9.5) to our Enterprise Portal (10.9.1) with a definition query, I cannot add offline areas in Field Maps. It states "Download failed".

This issue is only true when I publish the layer with a definition query.

Has anyone ran into this issue? Any ideas on how to resolve?

I am able to add the definition query in the web map on our portal but it is so much easier and seamless if it can be done in Pro.

Some additional information I found out. The issue stands when my definition query has a date syntax, I cannot add off line area to my map in field maps.

If I move the date syntax from my definition query, I am able to add offline area to my map in field maps.

I appreciate any recommendations from those of who who have experience this issue.

Our DBA installed several patches thinking it would help solve the issue but no.
