Need a simple way for users to download items on ArcGIS Enterprise

I am trying to figure out the best way for users to download data from eider a URL or a URL linked in a button in Experience builder or WebApp builder. I essential would like to replicate this button, but without the need for someone to go item detail or have an Esri account. Does anyone have any ideas?

For this, I would check out ArcGIS Enterprise Sites as you could make an open data page and share any data you want to be available to a particular. You could have services made available through a URL as well with this approach.
