I have ArcGIS Enterprise 11.1 and I have orthophoto ECW need to publish is on ArcGIS server 11.1 . any idea or help pleas

The ECW format is a proprietary format owned and licensed by hexagon. Unfortunately you will need to buy additional plugins and licenses from hexagon to use the ecw format. It’s supported up to and including 11.2 so it’s a case of purchasing from hexagon I believe.
