Trouble installing spyder in ArcGisPro 3.0.0

Question

I want to use arcpy in spyder. I first create an environment in the environment manager in ArcGisPro 3.0.0. Then I tried to install spyder with the package manager, but after a long delay of time, it fails. Is there another way to use arcpy in spyder ?

I have already reinstalled ArcGis.

I have had good luck with the "pip install spyder" technique on 2.9 and 3.0.3, described in a little more detail here.
