Error while publishing service in arcgis 10.1 for server

IFTIKHARALI

when i am publishing an MXD file from ArcMap 10.1 it gives me the Error,

" The sever is not ready for publishing.
Please check if the publishing Tools on the server (System/Publishing Tools) are started."

please help me to fix this issue.

sir the status of the Arcgis server 10.1 was stopped, i tried alot to start it but each time it will give error,
Then i reinstall the arcgis server it was fine now and in working condition.
i have published the services i.e all the Mxd, now i want to use it in Flex 3.0.
i am totally new and now want to learn it and make an application.
using arcgis server 10.1 and Flex.30.
