Disable publishing to the root folder on Server

Does anyone know if its currently possible to disable publishing to the root folder on federated ArcGIS Server?

There isn't an option anywhere that excludes this. You'd need to monitor change through business process/scripting and then remove/move anything created there.

We have a large environment with a lot of publishers, hard to achieve through business process alone as some always seem to slip through the net. But will look at scripting something to notify us/publishers.
