ArcGIS Enterprise Builder Upgrade Failed (10.7.1>10.9.1)

ArcGIS Enterprise 10.7.1 was installed on a single machine deployment with Enterprise Builder. Attempted to Upgrade to 10.9.1 also using builder, and the portal web adapter failed to install so the configuration wizard would not launch. I installed the 10.9.1 portal web adapter manually, but when attempting to license portal manually (using upgradeportal command line utility) I get the error "Token Required". I am able to access ArcGIS Server Administrator Directory normally, and looks like the server upgrade to 10.9.1 was successful, but cannot access server manager, portal admin, or portal home... Any advice for how to proceed would be appreciated.

have you tried using the https://[machinename]:7443/arcgis/home URL? This will allow you to see the current state of the upgrade and may ask for the license, or ask you to sign in depending on where it got to? Sometimes easier to check progress using the internal ports and web page, rather than command line tools.

Thanks for the reply Scott. I tried that URL and it does open the portal page, and allow me to sign in, but no content...

The Status/Dashboard page gives the "HTTP Error 404.0 - Not Found" error page

I checked the federated server sites under settings, and status says "Issues found" with a red exclamation point. Says "ArcGIS Server services URL cannot be validated..."

It also gives the error message "unable to validate TLS certificate on ArcGIS Server admin URL" - but the cert is the same that was being used successfully at the previous version.

Any thoughts on where things went wrong based on these results?

Without looking at it no. I typically don't use ArcGIS Enterprise Builder because my clients want the Web Adaptor to be in a different security zone and the increased protection that delivers. I, therefore, use my own scripts and processes. I'm not 100% sure of some of the choices made in configuring the internals of an Enterprise Builder deployment, but you may be looking at having to install CA signed certificates from the limited information available to me.

I think you're going to have to either:

raise this as a support and get Esri support
or rollback you upgrade and try again
get some professional services support

Understood. Thanks Scott. We do have the CA certs installed.

What is the easiest process for rolling back the upgrade? simply un-installing 10.9 and re-installing 10.7? or is there another process I should be following to rollback to preserve our configuration? Will I need to user enterprise builder again to re-install 10.7, or should I try to do it manually this time to avoid running into the issue again?
