Load Data GeoProcessing Tool not Licensed Error

Good Afternoon,

My team is having trouble using the Load Data Geoprocessing tool from the Toolbox. We click on the tool and receive the error that the tool is not licensed. We already have the Spatial Analyst License enabled and we restarted ArcPro. What other licenses could the tool require?

We are using Arc Pro with an advanced license, Spatial Analyst enabled and version 2.9.

Is this the Load Data (Topographic Production) tool? If so, this doesn't work at the Basic License level and also needs the Production Mapping license.
