Cool - i think I see the problem. In the top text box, you've typed:
https://host.domain.com
We used to do this some time ago, but now we don't need the https: at the front. You only need to add:
host.domain.com
into that box. Behing the scenes, the screen is appending the https:// up front, so in your circumstance it is trying to communicate with:
https://https://host.domain.com
which is clearly wrong. Take the https:// out and I think you should be good. 🙂

okay - I see that you're using the localhost in the URL bar and there are certificate issues. I'm not sure that's the issue but can you please use a Fully Qualified Domain Name (Alias or Host) and make sure that IIS is certified? Then you can try again.
Also, have you applied certificates into the ArcGIS Server - you don't need to, I'm just trying to understand what else is going on here.
Here the capture screen below i use the 10.9.1 version Arc GIS Entreprise and IIS web server.

Can you share the configuration screen that you completed before getting this error? Put a marker through any domain names or anything 'secure'.
And I need to know what version of software you're installing please?

Thanks for this quicly reponse.Yes web adaptor and ArcGIS server are in the same machine.I can access the server with 6443.
Are your web adaptor and server on the same machine?
If not then if you go to the web adaptor machine, can you access the server on the 6443 address from there?
You normally see this when there is a firewall or the web adaptor host cannot resolve the DNS to the server machine.
