Can I publish a vector tile package WITHOUT using Portal or AGOL? Or is the use of one or the other required?

We currently run ArcGIS Server 10.7.1 but we have not deployed Portal.

It’s because it fits into the Web GIS model. The supporting APIs come from the Enterprise. Only the more traditional services, Map, Image, geoproc, geocode are supported by a standalone server and the APIs available to it.

You need an AGOL or ArcGIS Base Deployment. Portal and Hosting Server ( with ArcGIS Data Store)
