Geomorphic Grade Line REM tool

Question

Does anyone know if a tool like this exists for ArcPro? or perhaps something akin to it?

Basically, it de-trends the down valley slope of a river system and creates a relative elevation model based on what is assumed to be a flat river surface. I'm hoping to map inundation extents over large areas with this tool.
