I have data stored in arcgis layer I want to retrieve those data to my survey123 form as a multiple choice question to accurate the app rather than hard coding. How can I achieve this?

This is possible by using a feature now in beta (and will be released in 3.10) - custom JS Functions. You can use a JS function to retrieve the data, and then format the output calculation as a comma-separated list of choice values
