Is it possible to specify a .tpk as the default basemap for a geopoint? I'd like to have my .tpk appear when i go to collect a geopoint.

As Include a map in your survey—Survey123 for ArcGIS | ArcGIS indicates, there are some settings that you can manually set to enable this. Setting the "includeLibrary" property to false will prevent the other basemap options from displaying; if a TPK is associated with he survey it will become the default.
