How I can do to see pop ups without click in the layer?

Hello everyone!

I want to know if is possible see popups in a web map (into a story map) without clicking in the layer (just sliding the mouse over the layer).

I don't think this is possible in a standard web map in ArcGIS Online and I am sure there is a good reason for not to do this, since this might conflict with other standard functionality in a web map (like zoom to window). I'm sure you could accomplish this, but it would probably require some coding.
