I want to use a "Date Stamp" camera app when using Survey123. Is there a way to change thew default camera app in Survey123 for iOS & Android?

There is not a method to set the default camera app; you would need to switch apps, take the photo, and then return the Survey123 and add the photo in.
That being said, it sounds like you might want to take a look at new functionality we will be introducing in the next release - ability to watermark or 'burn' in text such as date/time. You can find more at the Early Adopter Community.
