How can I change the default annotation reference scale for a data frame in ArcMap without using VBA?

I'm working with some old MXD files that were imported from ArcView 3.2 and so have a reference scale applied to the default annotation group. There is a way to reset this via VBS, but that is not an option for me. How else can I reset this?

This does not allow change of the reference scale for <Default> group, which is what is needed.

Hi Joseph Rigley,

You should be able to access the Annotation Groups settings in the Data Frame Properties dialog.
