Default PrintingTools service URL is "invalid or inaccessible" - Enterprise 11.5

Hi,

I'm trying to use the default printing service from an Enterprise 11.5 portal in a ExperienceBuilder application. When selecting my utility service in the print widget it does not load, but immediately shows a message saying "service is not available".

I've gone through the Organization > Settings > Utility services and checked the printing service URL there as well  and it's set to Esri default. When I try to add the URL it says it's invalid or inaccessible.

I'm using this format: https://<organization.com>/arcgis_local/rest/services/Utilities/PrintingTools/GPServer/Export%20Web%20Map%20Task

Note here that the server site uses "arcgis_local" - could that be an issue?

I've checked the Server Manager, the service is running and set for Synchronous execution. I stopped and started it, still got the same message.

Would appreciate any suggestions - must be something I'm missing.

There was an issue at 11.4 with the print widget failing to load in Experience Builder, but that was supposed to be fixed in 11.5 ( https://community.esri.com/t5/arcgis-experience-builder-questions/print-service-issue/td-p/1597421 ).

Here are some troubleshooting ideas:

• Do you get any errors when you try to access PrintingTools directly through the REST API?
• Can you add PrintingTools to the print widget when all the items in the Experience Builder app are publicly shared?
• Are you using web-tier authentication for ArcGIS Enterprise (see this article: https://enterprise.arcgis.com/en/server/11.5/publish-services/windows/printing-maps-that-contain-secured-services.htm )

We are on ArcGIS Enterprise 11.5 as well, but we use a custom print service for all of our printing.
