Upgrading to 11.4, now can't start PublishingTools

Question

Trying to upgrade the Data Store (Portal & Server just upgraded), but get this error:

Then when I try to start the PublishingTools I get this:

Hi @CW-GIS After upgrading to 11.4 while publishing to Enterprise. Do notice any error Error received from "createService" request:

* Cannot invoke "java.lang.CharSequence.toString()" because "<parameter2>" is null

Does the service account i.e. the account that runs the windows service of Server, DataStore & Portal has permissions on the following folder:

* arcgisserver
* arcgisportal
* arcgisdatastore
