Related table not always showing in popup

Not sure if this is the right place to ask, point me elsewhere if not

I have a related table that is showing up correctly in the pop up in ArcGIS Pro 3.5. However if I export it as a feature service to AGOL the table doesn't show up. If I export it to portal 10.9.1 neither the related table nor the hyperlink show up (but I think that is working as intended)

Any ideas out there? Long-term it needs to work in enterprise 11 (which of course I can't test). I'd like to have AGOL up as a workaround/backup until then

I think this issue may be related to HOW you're sharing the layer.  If you click the Share contextual tab -> Share as group -> Web layer  to create the web layer, then the spatial and non-spatial tables will be used in the GP tool.  If, on the other hand, you're right-clicking on the layer in the Contents pane to share out as a web layer, the related table does not go with the share.  You can read more about this here - Publish Related Tables in ArcGIS Pro - Documentation
