Group Limit of 512 in AGOL - Is it per individual or per org?

Good Afternoon! 

I would like to know if the 512 group limit is per organization or per individual user. I've seen the following documentation from Esri: 

• Troubleshoot ArcGIS Online
  • This states 'Number of groups per user with a public or organizational account: 512'
• Manage Groups
  • This states 'Each user in an organization can be added to a maximum of 512 groups'

I found this Esri Community Post related to groups.

Based off all of this, it seems that there's a group limit per user, not per organization, but I want to verify. Does anyone know if there's an organizational group limit, or is it unlimited? Thank you in advance!

Both statements apply to a user. They can't own, or be in, 512 groups.
