Set Rule option missing in survey123

I am creating a survey using web designer blank survey. I added most of my questions. Now I am trying to set rules but I am not seeing the "set rule" option.

The new survey123 update added it in the side panel editor.

the format changed a bit, but it still functions the same, just moved.
