Publish feature service out of text file having coordinate system other than web Mercator

I want to create a hosted feature service out of the text file having coordinate system other than 102100 (web mercator). Currently, feature services created from CSV files are always created as web mercator.
It would be great to allow user to specify coordinate system when publishing a feature service out of the text file. This setting can also be set as organization wide, or user default coordinate system. Many countries have own or preferred coordinate systems, and might not be using web mercator.

This Idea applies to Portal for ArcGIS as well.
