I'm not aware of any such UI in a dashboard. Can you maybe identify which Plenary segment you saw this dashboard so I can track this down for you? You can find the esri 2020 UC Plenary videos here,

Not quite sure what you mean, do you perhaps have a screenshot to reference? FYI, in the side panel in the Parochial Report Dashboard, they are using numeric selectors,
