I would like to know if it is possible for image questions can be capture only instead of capture or upload as seen below

This functionality will be included in the upcoming 3.10 release of the app. You will be able to limit the capture method of an image question using a new method= parameter in the body::esri:style column of your XLSForm. Please sign up to the Early Adopter Program (if you haven't already) if you'd like to test it out before the official release.
