It is not currently possible to populate answers in a survey from an external xml page or other web based source. This is a feature enhancement we have in our backlog and I have updated your comments above in the backlog issue.

Heath, that's good to know, appreciated. We were looking to auto populate a survey form, which is for Municipal Route Patrol without involving too much in/out activities for the user. I think we working towards the JS function from below.

This can now be done via custom JS functions in Survey123 using the pulldata @ javascript feature. It is currently in beta and documentation about how to do this is in the Early Adopter Community.
I currently have a METAR layer in AGOL that populates weather data. I then use a configured Web Map to open Survey123 on the device. Is this what you are looking for?
Phil, is this still applicable, we are looking for the same solution, that is to pull weather data into a survey from xml
