"time" Type Questions Changing Time Zones

Hi!

I have a survey that is used solely by construction inspectors that are within the limits of one city. All of the devices being used to complete the survey are in EST. This is a two hour pressure test of various utility lines that the inspectors will open and start, then save in their drafts until the test is completed.

My inspectors will fill out an inspection and the times in their forms on their devices are correct. Once this data is submitted, it is then shifted back four hours. The kicker is that there is a dateTime question in the form as well and it does not have this issue- it stays in EST.

Is there any way to fix this without having to republish the survey and lose all of the previously submitted data? I've attached the XLS form for additional insight!

This sounds like a bug I documented with esri last year.  BUG-000180711

What caused it for me was I created my feature service in Pro and when creating a survey from it, Survey123 Connect assigned the field types in the bind::esri:fieldType column of the xlsform.  My time questions had the field type esriFieldTypeDate. This caused the time to shift 7-8 hours for us (dependent on Daylight Savings Time) every time we edited a form via the Inbox. Survey123 for some reason can't do its automatic time adjustments between device local time and UTC-0 for the time zone data is stored in if it is an esriFieldTypeDate and behaves like the device time is the UTC-0 time and then subtracts the UTC offset from that time, resulting in a shift backwards.  

Our solution was to change the question type to a datetime rather than a time and people just have to suck it up and enter a date with the time. I had to update the form, but we didn't lose any data because it was a change to the question type not a change to the feature service schema. 

I've attached the xlsforms where I replicated the issue and found a new problem with the time and FieldTypes, and a screen grab of the email listing the problems.
