ArcGIS Pro basemap keeps appearing in low and blurry quality

Question

I recently updated my ArcGIS Pro from 2.8 to 3.0, and I had an occurring issue with the basemap. The satellite basemap is always blurry and can't load properly. There is no internet issue, I have tried erasing the cache, but it still appears in low quality like this.

Is there any solution? Can I try input basemap manually derived from Google Earth or anything? Thanks before.

My problem occurred from the moment I opened my project. I opened an old project I transferred from my old device, and the basemap immediately becomes blurry. From the map view too, not only from the layout view.

I think what you're seeing is related to this Esri Community post.  Currently there is no solution but I'll keep digging...
