I'm working with a municipal boundary (Munis_Joliet in the map) and using the Figure-ground: Feathering technique on it. The problem is the municipal border is very patchy, with a "void" in the center that is unincorporated land and the city of Rockdale. The buffer is the first step in creating the feathering effect. In order for the feathering effect to work properly it has to be the top layer with all other layers beneath it. Maybe you can explain a bit more what you mean?
