Subnetwork Name has slight variations. Can some help explain this?

Hi Team, 

I noticed something in our records which I thought was peculiar.

You can see in the below images the SUBNETWORKNAME is stored in different ways - 
"::CB417 Herbert" and "CB417 Herbert"

Why would that be?

The underlying subnet line is "CB417 Herbert"

I have tried updating the subnetwork but it doesn't change anything.
Is there something I might be missing?

The double :: is used when two or more subnetworks are present and it concatenates them.  Do you have a subnetwork that has no name?

Not that I am aware of. I have checked the subnetwork table and there are no subnetworks where 'SUBNETWORKNAME' is blank. 

This behavior has been present right from the start.
Even in places where two subnetworks meet eg - open switch.

The only place we don't usually see a leading "::" is the Transformer.
This is where HV Subnetwork "ends" and LV Subnetwork begins.

That looks like it could be a bug, please log a case with support.
