Feature Layer Query Common In All Geometries

I'm querying a feature layer (e.g. https://services.arcgis.com/P3ePLMYs2RVChkJx/ArcGIS/rest/services/USA_Counties/FeatureServer/0/query) using geometries (i.e. finding features within the geometries). Is there a way to get back features common in all geometries based on a feature field value?
