Notebook Server Bug? ArcGIS Enterprise 10.9.1

I'm running into some strange issues with Notebook Server deployed with ArcGIS Enterprise 10.9.1.

Frist, the scheduled task "Day of Week" is wrong. For example, the following task I set to run weekly on Friday night at 10:45pm and I saw it running on Friday but when I check the task details, it shows "Sunday" instead of "Friday". I have reset many times but the "Day of Week" is always wrong after I save the task and re-open it.

The second problem is that the scheduled task is supposed to run once a weekly but when I check the task details I notice that it keeps running for every couple minutes. Some status shows "skipped" while others show "Executing". Any idea why?
