Related Tables with unique ID field not publishing

I am currently running into the issue of not being able to publish a related table a feature as a feature service. I can publish it fine with our AGOL, but with Portal I am running into the following error:

24171: Enabling relate ids to be honored by ArcGIS Server requires version 11.3 or later.

I am currently running 11.3 for both Portal and Server. I was wondering if anyone has found a workaround or ran into this issue

This is a warning and that shouldn't prevent you from publishing to enterprise portal or standalone server. The warning is about letting you know that if you try to publish it to an older version of arcgis server, the IDs you assigned to relates won't be honored.

That said, you said you had 11.3 server and this warning shouldn't have appeared in this case. I will recommend you to reach out to Esri Support and have a bug logged in.
