Hosted Scene & Feature Layers showing as Dedicated Instances in Server

My understanding was that hosted Portal content does not have dedicated ArcSOC instances in Server. Are there exceptions to this? I'm noticing that the hosted feature layers associated with scene layers are showing as dedicated instances. When I open the layer and use it, I also notice the number of instances in use increases so they are active.

  • ArcGIS Enterprise 10.8.1
  • Scene layer published to Portal as Hosted (from ArcGIS Pro, unsure of version)
  • A hosted feature layer and hosted scene layer are created in Portal and Server Manager
  • The scene layer is listed as Dedicated but 0 min/max instances
  • The feature layer is listed as Dedicated with 0 min 3 max instances

Is my understanding of hosted services wrong or is this something unique to scene layer publishing?

EDIT: I'm also seeing dedicated instances for Hosted Feature Layers not related to Scenes. It seems these occur when the capabilities is more than just Query? But Server Manager doesn't show them as dedicated or have instances listed. Is the server/admin REST page wrong?
