Migrating ArcGIS servers from Redhat 7.9 to 8.x using join site approach and issue with Portal

I'm migrating a series of servers from Redhat 7.9 to 8.9. I've followed the ESRI documentation and exposed the content directory in a shared location with the new server. The join site is failing with the error message below:

Obtaining config store connnection from primary machine.</Msg>

Registering local portal machine to primary portal machine site.</Msg>

Connecting to the configuration store using connection string 'jdbc:postgresql://localhost:7654/gwdb'.</Msg>

he attempt to connect to the configuration store failed. Attempting reconnection...</Msg>

requestID="">java.lang.Exception: Cannot connect to database: jdbc:postgresql://localhost:7654/gwdb Connection to localhost:7654 refused. Check that the hostname and port are correct and that the postmaster is accepting TCP/IP connections.

Anyone run into a similar issue?
