Importing and Georeferencing CAD .dwg file

Hey all, 

I'm trying to import a .dwg Land use model. It was provided by the local government. 

However, I'm not really getting behind how to import it correctly. 

From what I've read, '.dwg' files are added to the project via 'Add data', right? 

The files are shown in the middle of nowhere, whereas the Land use model is for a municipality in Germany.

Could you please let me know how to adjust the spatial reference? 

The Projected Coordinate System itself would actually be correct (I'm working with the ETRS 1989 UTM Zone 32N):

What happens if you change the coordinate system of the map frame to GCS ETRS 1989, and then add the DWG file to the map frame?

The DWG file layers still appear nearby Sochi / the African coast, so didn't change anything unfortunately.

In reviewing your screen image, the data off the coast of Africa is at the 0,0 space (Null Island) where the latitude and longitude intersects.  My guess is that file is using page units (8.5x11 for example) rather than being in a coordinate system.  Your resolution is to get the creator of the DWG file to create the file in a projected (or geographic) coordinate system OR georeference the DWG file to it's proper location.
