If you are thinking EVA code like the ArcMap software, ArcGIS Pro does not operate like that. Licensure is typically handled by either the Named User or Enterprise. Either way, the organization needs to approve your access.
If this is an organisational account you should talk with your Admin and they can set you up with a license. If you have a personal use subscription then you should reach out to your local Esri Distributor for assistance
