Creating a route using parcel data

Question

Is there are way to create a route using a selected parcels or excel? I have a department that lines work up by "ride order". The data is derived by the number of requests or assignments given. The parcels are then placed in a "ride order", so the employee knows to visit these places first, etc.

We do not maintain property addresses. We have 911s data, however, we are usually pulling by PID or Pin.

Do you have address points that correspond to those parcels?

Mostly thinking out loud here, but it would seem to me there should be a workable solution that's essentially Selected Parcels -> Address Points -> Road Centerline Network -> Create Route.
