Classify LAS By Height

I'm trying to use the Classify LAS By Height tool, and running into a few issues. I need to classify vegetation at heights of 0-1m, 1-3m, and 3+m, for my purposes I'm confident all unassigned points in my dataset can be considered as vegetation.

I've tried two different methods to do so. I have a DEM I created from the ground points of the LAS dataset that I'm using as the ground source, and I'm using the classification codes of 3, 4, 5 for low, medium, and high vegetation. The tool looks like this:

When I run it, low and medium vegetation are distinguished at the appropriate height (1m), but all points above this are considered as medium vegetation, nothing is high. I've experimented with different heights for the 5/high vegetation class code, and nothing works/generates any points that are considered high vegetation.

 

I've tried a different approach, whereby I extracted all the unassigned points to a new dataset called "vegetation". Looking at this dataset, it only has the one classification of 1 - unassigned. The Classify LAS By Height tool with the same parameters as above runs successfully, but none of the new classes are visible or available when I click on the dataset to look at LAS filter.

Again what I need to do is classify vegetation by height. Seems simple enough but at a loss as to how to proceed.
