When accounts are disabled, either have the ability to remove the Professional Plus license or it does not count towards your license count

Hello everyone!

When accounts are disabled in ArcGIS Online - it would be EXTREMELY helpful to be able to remove the Professional Plus license, or have disabled accounts not count towards your Professional Plus license total.

Due to our account retension policies, we have to retain expired accounts for 3 years before deleting them. Users are still unable to access the system, but I typically disable the account so it doesn't take resources (archiving the account more/less in case it needs to be reactivated on user request).

However, even if accounts are disabled, they still retain the Professional Plus license and there is no way to remove it even with permissions. It would be extremely helpful if there was a way to either:

Disable accounts are automatically removed from the overall license count because people can't access ArcGIS Pro in that case anyway
Have a way to remove the Professional Plus license
Have a default system role that we could assign to users that basically removed all of their permissions, licensed, etc. Similar to an "archive" type role

My preference would be that disabled accounts just don't count and then if the user is reactivated, it will re-add the license to our allotment.

In general, our organization would be interested in this as well, a way to put a user's account in such a state that:

User cannot login to use the account, like disabling an account currently does.
The user's content is completely unshared.
Any scheduled Tasks by the user, like Notebooks, Data Pipelines, etc., are terminated.
Since the user can no longer login, their role (and associated privileges) become irrelevant.
The account should not need to consume a Professional Plus user type in this "archived" state, since no one can access its content, except admins.
The account can still consume storage credits, if needed, to maintain its content for archival purposes.

I like the thought of this all being handled by simply changing an account's user type to an "Archive" user type.

I agree with what has been said except un-sharing the archived user's content. ArcGIS Online and ArcGIS Enterprise need a separate way to archive items (Add the ability to archive items, AGO - Archive content). Archiving a user does not necessarily mean their content needs to be archived as well. Items that are not going to change could stay associated with the archived account and items that will need changes made could be transferred to a new owner with some kind of lineage of who the previous owner was.

Really all that has been mentioned so far could be applied to the existing "Disabled" account classification.

I like these ideas! Perhaps when an account is disabled the administrator should be given options regarding what to do with the user's content (persist sharing and/or ownership, transfer ownership, archive, etc.), and if more granular rather than bulk handling in needed, that could be done manually on a per item basis.
