Thanks for submitting this idea, don't forget to vote for it! Could you provide an example of a small polygon you would like to create this report from?
I would be interested in this as well. There are multiple reasons to do so. One is if your site borders on an area you do not want to be included in the summary. Such as an area that borders a river where the opposite side is composed of dramatically different businesses.
We are also interested in pulling more generic versions of these reports that we can reuse for a period of time. Using known geographies would be helpful.

I recommend to check out the new Nearby capability in the Business Analyst Web App that helps summarize businesses for any point sites or polygon areas both in Reports and Infographics. This should address some of the needs described in this idea.
