Hey,
recently we've upgraded from 11.1 to 11.5.
Everything was done according to documentation.
Senc files are regenerated, however nothing is being displayed in the service.
ArcSOC of Maritime Service is running at 80-90% of cpu.
Any tips?

When you say data is not visible are you referring to items in ArcGIS Portal or services are not rendering in web maps/apps? It could be several things. Have you done the following?
First I would check to see the status of your services using the mcsServiceStatus endpoint. Here is an example using our demo service https://nsdemo.esri.com/arcgis/rest/services/SampleWorldCities/MapServer/exts/MaritimeChartService/M...
You want the status to be "Ready" if it is in the "Cataloging" state, then it is still processing the datasets and creating or re-creating your senc files. During the upgrade process if you didn't delete your existing senc files before restarting your map service, after updating the SOE, then it will rebuild everything since the internal senc id has changed due the the new version of the SOE. This process takes longer than the normal build time.
